Ayuntamiento de Utebo: computerized management of municipal green point with ACTAIS® Waste system

Ayuntamiento de Utebo, with its commitment to the continuous improvement of the service to the citizens - in this case concerning waste management - and linked to the Plan of Waste Prevention 2014-2019, has promoted, through the Department of Environment, a project of to reform the household waste recycling centre.

The works, which were undertaken between the second half of 2017 and the first half of 2018, had intended, on the one hand, to renew such installation: adequacy of the platform and building, the space for reuse, the new enclosure, the installation of video surveillance, the urbanization of the area, etc.

On the other hand, the aim was to modernize the installation through the implementation of an access control system, and a waste software management.

Now, after the completion of the works, there is an automated access to the enclosure, so that all visitors have now to identify themselves at the gate, using an interactive totem with touch screen, where they also must indicate the type of waste and the quantity of each type.

That will allow Ayuntamiento de Utebo determine the real use of the recycling centers, a traceability in the delivery and output of waste, and unattended access to the facility. So, the managers can make decisions based on real, relevant and automatized data.

For the implementation of such a system, Ayuntamiento de Utebo entrusted Ecocomputer to install the solution ACTAIS Waste, as the system to control the access and manage the waste in the green point. In this project the identification of the citizen when accessing the recycling center is done via the electronic DNI or a QR code. It avoids the costly deployment of cards and the hassle to citizens with a new physical means of identification.

The system installed by Ecocomputer is comprised by the following modules:

  • An interactive totem arranged at the entrance of the municipal clean point, associated with a barrier, a traffic light and an LPR camera. This allows an unattended access control, through the direct identification of citizen (electronic ID) and an access control of vehicles permitted to enter the site.
  • An industrial Smartphone that clean point controller uses to oversee the identification (of citizens, companies and public services) and the input of the different residues and their quantities.
  • A web application that allows managers to configure users and permissions, define waste, deposit fees, and create environmental accounts. In addition, input data records will provide them with relevant statistics for decision making towards the improvement of the service (e.g. schedules of greater affluence, typology of users - citizens, enterprises, municipal services - and waste deposited).
